EDUCATION

Graduated from the Minsk Radio Engineering Institute in 1978 with a degree in Radio Engineering.

 

SUMMARY OF POSITIONS HELD

From March 2016  to the present, he is the head of the Department of Information Radio Technologies at the Faculty of Radio Engineering and Electronics of the Belarusian State University of Informatics and Radio Electronics.

Since December 1992 he worked as director of the newly created Computing and Analytical Center of the Ministry of Education – the head organization of the industry on the problems of information and telecommunication technologies.

In 1988 he was employed to the central office of the Ministry of Education of the Republic of Belarus as Chief Inspector. 

Since 1980 he worked at the Minsk Radio Engineering Institute in various positions.

 

PROFESSIONAL ACHIEVEMENTS

In December 2001, he defended his thesis for the degree of Doctor of Technical Sciences in the specialty "Telecommunications systems and computer networks". He has prepared four candidates of Science. He is the head of the first computer network in the Republic of Belarus, Unibel, which began to provide users of the education and science system with access to the global Internet.
 
Participated in the implementation of several international projects on the creation and development of networks of telecommunications in Belarus for education and the social sphere as a whole: he was the head of the project "Internet" supported by the open society Institute, the result of which for the first time in the Republic was created by a high-speed Internet infrastructure; the head of a NICE project, funded by the Commission of the European communities; the executor of the UNDP project "Internet", a number of joint projects of the UNESCO Institute for information technologies in education (IITE), etc.
 
Since 2008, he has been the Head of the Office of the Tempus Program of the European Commission (currently-Erasmus+programs). The implementation of Tempus projects contributed to the reorganization and optimization of university management, the modernization of curricula and programs, and the strengthening of international cooperation in Belarus. Thanks to the program, new approaches to the management, administration, planning and quality assurance of higher education have emerged. In the educational standards, curricula and programs of the new generation in Belarus, it has become possible to use an assessment system that is compatible with the European Credit Accumulation System (ECTS).
 
He was trained at a number of universities and major research centers: the University of Moscow .Honolulu (USA), Jerusalem (Israel), University of Magdeburg (Germany, twice), University of Paderborn (Germany), National Research Tomsk Polytechnic University (Tomsk, Russian Federation)
 
He is the head and direct executor of a number of projects within the framework of the implementation of state programs of the Republic of Belarus on the problems of information and telecommunications technologies.
